There are two predefined network sets: All Networks, which excludes all networks that are unknown to ISA Server, and All Protected Networks, which excludes the unprotected External network.
Enterprise-level network sets can include only enterprise networks. They can be used in array-level firewall policy rules.
You can perform the following tasks:

Create network sets: On the Tasks tab, click Create a New Network Set. |

Edit network sets: In the details pane, select a network set, and then on the Tasks tab, click Edit Selected Network Set. |
